Russia did not cooperate with the inquiry, but the report serves as a crucial ancient record of the alleged abuses.

One man,whose father was executed by Russian military personnel in the Kharkiv region,conveyed a powerful sentiment to the investigators: “They punished innocent peopel; now those who are guilty,if they are still alive,need to be punished to the fullest extent.”
