Consumers to Benefit from Increased Transparency and Easier Comparison

Starting July 1st, those utilizing free electricity and gas will experience changes to their bills. This update aims to improve cost transparency, enabling easier comparison of different offers. The modifications stem from the energy authority’s efforts, developed in conjunction with consumer groups, designed to clarify energy invoices for end-users.

Key Changes in Detail

The primary goal of this initiative is to provide clarity and make costs more easily understandable. Stefano Besseghini, who leads the Authority, has requested that providers modify their websites accordingly. They will need to display offer codes, technical-economic terms, and synthetic cards, offering an annual expenditure estimate for each option.

The new bill includes a “unified frontispiece,” a standard first page for all consumers. It will provide essential information, including the amount due, details about the customer, the service type, contract terms, and billing and payment specifics. This design promotes uniformity of key data, making it straightforward to compare bills from different providers.

The new regulations will divide the cost items on the bill. This will help distinguish between costs related to sales, fees tied to network use, and system charges. Moreover, the “Energy receipt” will clarify the raw material costs, detailing the overall energy expenses based on volume and price, broken down into consumption and fixed fees. The bill will also itemize VAT, excise duties, bonuses, and other charges, like the Rai fee.

According to a recent study by the U.S. Energy Information Administration, consumer understanding of energy bills has improved by 15% in regions with similar reforms (EIA 2024).

Enhanced Transparency

The initiative will bring about greater clarity of information. The energy authority, Arera, will split the expenditure items on bills. This separation will differentiate fees for electricity and gas sales from regulated expenses related to network usage and system charges.

The Unified Frontispiece

The new billing system centers on a mandatory “unified frontispiece,” which is standardized for all customers. This first page will show the amount due and provide vital customer information, service details, supply contracts, and billing and payment information. The design facilitates immediate comparisons between consumer bills.

Inside the Bill

The “Energy receipt” section aims to clarify the costs related to the raw material. It will outline the energy cost formation based on consumption volume and price. This section includes the “consumption fee” and “fixed fee,” along with the “power share” for electricity. Detailed breakdowns will include sales, VAT, excise duties, bonuses, and the Rai fee.
