On the 13th, the Ministry of Environment announced that it was conspiring with the Seoul Metropolitan Government, Gyeonggi-do, and the Metropolitan Area Landfill Site Management Corporation to offer candidates for alternative landfill sites in the metropolitan area. The competition period is 90 days from the 14th to the 14th of April. The newly designated landfill will treat household waste and waste from construction and business sites.

Any place in the metropolitan area with a land area of ​​2.2 million m2 or more (about 75% of the area of ​​Yeouido) and there is no restriction on the land use plan, such as a water supply protection zone and a natural environment conservation area, can apply for a public offering. Local governments intending to apply for a location must obtain the consent of at least 50% of the head of household and 70% of the landowner within 2 km of the boundary of the candidate site.

The Ministry of Environment plans to add a special subsidy of 2,500 won and 50% of the annual import fee to local governments where it is finally confirmed as a landfill, and organize it as a local environment improvement project cost. Currently, Incheon City’s annual average of 80 billion won is an average of 80 billion won for waste carried in, supported by the operation of the Seoul Metropolitan Area Landfill.

It is planned to transfer the ownership of the site to the municipality in which the landfill has been selected after the use of the landfill and the end of follow-up management.

The time limit for use of the Seoul Metropolitan Area Landfill located in Incheon will end in August 2025, with the 3-1 landfill currently in use. However, it has not yet found an alternative site. The waste landfill is selected by comprehensively considering transportation, transportation costs, and acceptance of nearby residents. However, due to the nature of the landfill site, which is an evacuation facility, it is expected to take a long time to narrow the disagreement within the region. If no replacement site is found within this year, it will be difficult to secure a new landfill site in 2025, and there is a possibility that the worst trash upheaval in history will occur.

The Ministry of Environment and Seoul City, Incheon City, and Gyeonggi-do plan to reduce the amount of landfill in the first quarter of this year with the goal of reducing the amount of landfill from 256 million tons in 2019 to less than 1 million tons by 2026. Earlier, in October last year, the Seoul Metropolitan Landfill Site Steering Committee, which gathered from the Ministry of Environment and officials from Seoul, Incheon, and Gyeonggi Province, limited the total amount of domestic waste in 2021 to 600,000 tonnes in order to reduce the amount of carry-in. It is 85% of the import volume in 2018. The fee charged by 100% when the total amount of import is exceeded will increase to a maximum of 150% from this year. The number of days suspended from the previous 5 days will also increase to a maximum of 10 days.

The Ministry of Environment said, “We plan to significantly reduce the amount of landfills carried in to alternative landfills and minimize the environmental load by landfilling only incinerated ashes and non-combustibles.”
