5 Types of Government Assistance for Residents during Emergency PPKM

Government implementing the Enforcement of Restrictions on Community Activities (PPKM) emergency throughout Java and Bali to handle the spread of COVID-19 cases from 3-20 July.

Community activities and mobility are also limited. Various regulations were made, such as prohibiting non-essential sectors from opening during this period and working from home (WFH) 100 percent for employees outside the urgent sector.

Therefore, the government provides some assistance to residents during the Emergency PPKM. The following is a list of assistance from the government for residents during Emergency PPKM:

1. Household Electricity Discount

Finance Minister Sri Mulyani said the electricity discount for PLN customers, which actually ended in June, was again extended until September.

Discounts are given for household electricity customers (RT) with 450 VA and 900 VA power. However, the discount given for the next 3 months is smaller than before.

If previously 450 VA customers were free of charge, now customers are charged 50 percent of the bill. While the rest is free as much as 50 percent. As for 900 VA customers, the discount was lowered from 50 percent to 25 percent.

2. Minimum Account Stimulus and Business Abodemen

In addition to easing the electricity burden for residents, the government also provides incentives for entrepreneurs in the industrial, business, and social sectors.

The government provides minimum account stimulus assistance and expenses/subscription fees for 1.1 million entrepreneurs. If previously the minimum subscription and account were paid for by the government or free of charge, now entrepreneurs are charged 50 percent.

3. Cash Social Assistance (BST)

Minister of Social Affairs Tri Rismaharini will distribute cash social assistance (BST) of IDR 300 thousand per month per recipient to the community during the implementation of Emergency PPKM.

It is planned that the BST will be extended by two months from July-August, so that the funds received by the public reach Rp600 thousand per recipient.

The target is that social assistance can be distributed starting this week or at the latest until the end of next week. Disbursement will be accelerated alias liquid funds for two months at a time.

4. Village BLT

Sri Mulyani stated that she would accelerate the distribution of village cash assistance (BLT). The trick is that the Village BLT will be distributed on a 3-monthly basis this July.

For information, BLT Desa is given to vulnerable and poor groups in the amount of IDR 300 thousand per beneficiary family (KPM) every month.

Currently, there are only 5.02 million BLT Village recipients, still far from the target of 8 million recipients. So, Ani, as she is familiarly called, said that there was still room for BLT Desa given to nearly 3 million new recipients.

5. Family Hope Program (PKH) and Basic Food Cards

Two routine government programs for the poor and vulnerable, PKH and the Sembako Card, accelerated their realization. Not disbursed monthly, PKH and basic food cards will be disbursed for 3 months at once this July.

The acceleration of this distribution is intended to strengthen the social resilience of recipient families. For PKH, assistance is adjusted according to the index of assistance or needs.

For families with early childhood children and pregnant women, the funds given are Rp. 3 million, Rp. 900 thousand for the category of elementary school children’s education.

Then, IDR 1.5 million for education for junior high school children, IDR 2 million for education for high school children, people with disabilities and the elderly IDR 2.4 million. The same applies to the distribution of basic food cards with an index of assistance of Rp. 200,000 per month.

The distribution of basic food cards or Non-cash Food Assistance (BPNT) is also accelerated for 3 months. Recipients are entitled to Rp. 200,000 per month for food needs. BPNT is distributed via electronic card to 18.8 million recipients.
