ILE-DE-FRANCE: AN INDUSTRIAL REGION

The leading European region in terms of GDP and R&D, the Ile-de-France Region has a decisive role to play in economic recovery and the dynamic of industrialization. This is why the Region has set itself the major objective of anchoring this dynamic of industrialization in an increasingly green, sustainable and social territory.

As part of its recovery plan, the Ile-de-France Region is acting through 3 strong pillars: digitize, innovate and reindustrialize. This is the triple commitment of the Region to strengthen its attractiveness and prepare for the challenges of tomorrow.

The Ile-de-France Region has therefore launched a PM’Up Relance Industrie call for projects to support companies wishing to relocate, modernize or diversify their industrial production tool in Ile-de-France. Thanks to him, 75 winning companies are supported for a total of 42.5 million euros. This represents 6,000 jobs created or maintained and a total investment of 162 million euros.

“The Ile-de-France region is a large industrial region representing nearly 430,000 jobs at the end of 2019. Last May, we implemented an exceptional recovery plan of 1.3 billion euros which devotes a special place to the reindustrialization of the territory. In addition to PM’up relaunching Industry, the Region is also acting through the PM’up Covid-19 system to finance the production lines of sanitary equipment and by supporting major innovation projects in our strategic sectors such as aeronautics, mobility and even healthtestify Alexandra Dublanche, Vice-president in charge of economic development and attractiveness, agriculture and rurality of the Ile-de-France region. And to continue: ” Today, with the presentation of 26 turnkey industrial sites, we are taking an additional step to ensure ever greater accessibility of the Ile-de-France region for industrial companies wishing to set up there. “.

TWENTY-SIX TURN-KEY INDUSTRIAL SITES TO ATTRACT NEW INTERNATIONAL INVESTMENT AND ACCELERATE INDUSTRIALIZATION DYNAMICS

This first series of 26 turnkey industrial sites has a clear objective: to offer a personalized and immediate service to companies looking for a new industrial establishment in Ile-de-France. This is a problem identified in Ile-de-France for industrial establishments to which this initiative provides a concrete response.

These sites are for sale and for industrial purposes. They have been rigorously selected by the Ile-de-France Region, Choose Paris Region and its partners according to three criteria: the industrial vocation of the projects, the minimum size of building land – 5000m2 and the possibility of launching production within 18 to 24 months (simplified and / or anticipated procedures: environmental, archaeological studies, depollution).

« These 26 sites are spread over 11 Ile-de-France regions and correspond to plots of 4000 m² to 40 hectares, built or to be built, located in dynamic territories, at the heart of employment and R&D areas. They are available immediately and the activities that will be set up there will be while respecting the environment and the territories. The sites presented are relieved of all administrative procedures, which makes them very easily and quickly operational and available for sale. “, Explain Lionel Grotto, CEO of Choose Paris Region. And to add: ” Choose Paris Region makes turnkey solutions available to investors: identified locations but also our expertise to support them and facilitate their establishment, tailor-made solutions for each investor. Indeed, the administrative procedures relating to town planning, preventive archeology and the environment have been anticipated by all stakeholders in order to offer the investor availability within 18 or 24 months. This is a gain of one year compared to a traditional turnkey off-site approach. »

In total, 270 hectares of industrial land have been identified. Generally with between 20 and 50 jobs per hectare and knowing that a job in industry generates between 3 to 4 indirect jobs, nearly 22,000 industrial jobs could be created by 2020. As a reminder, the Region Ile-de-France had 430,600 industrial jobs at the end of 2019.

The targeted activities are high added value, a clean and innovative industry that will meet the ecological challenges of the moment. A certain number of sectors are privileged and are sectors of regional excellence: health and biotechnologies, mobility in the broad sense, agrifood, aeronautics and space, sustainable cities, clean technologies, recycling, etc.

Connected to transport networks, a connection that will be further strengthened as work on the Grand Paris Express progresses and at the heart of employment pools, these 26 sites are an integral part of industrial ecosystems that already exist or are close to metropolitan centers benefiting from young populations and offering recruitment capacities for all functions.

These sites are also part of territorial strategies. Some sites are dedicated to specific sectors, such as Villejuif or the Génopole d’Evry on health, the Val d’Oise on digital electronics or Saclay for the industry of the future.

A STRONG PARTNERSHIP APPROACH BETWEEN PUBLIC AND PRIVATE ACTORS

“These 26 turnkey sites were identified last May thanks to substantive work between the Ile-de-France Region, Choose Paris Region and all its partners, who are strongly involved in this common work axis to strengthen and support the strategic industrial sectors of the Region, and contribute to the development of the attractiveness of the region on the world stage. ” Explain Franck Margain, President of Choose Paris Region. And to specify: “The agency has been working since November 2019 on the identification of turnkey sites for industrial use, an approach carried out within the framework of the Territorial Committee. I would like to thank all these partners and first and foremost the Ile-de-France Region, the Prefecture of Paris and Ile-de-France and its decentralized services, as well as the local authorities, developers and our private partners without whom this work could not have seen the light of day. “
