Thirteen candidates for ... eleven places. The professional branches had until December 31 to file their applications for authorization of skills operator (Opco), these joint bodies pivots of the training reform Pénicaud. After months of intense bargaining, employers' organizations, but also trade unions, have almost returned to the set framework. At least from the quantitative point of view. "We have actually received 13 files, but that does not prejudge the quality of each of them", summarizes the Ministry of Labor.



The law "For the freedom to choose one's professional future" makes disappear the twenty or so joint organizations that collect the training contributions of companies (Opca). They must leave room on 1st April to eleven operators of skills (Opco) in a logic of consistency of trades as advocated by the Marx-Bagorski report: financial services and consulting, industry, mobility, trade ...

A lot of agitation

The more than 400 branches had until December 31 to choose their future Opco (all did not), which caused a lot of agitation. When some have seen the interest to regroup, others have clung to the logic of power, even if the reform limits the possibilities of dealing with the different mutual training devices.

The most telling example? The battle in which the U2P and CPME are engaged to have the hand on the future Opco of the crafts and services of proximity. Everyone has tabled a file, knowing full well that the Ministry of Labor, which will have the last word, will keep only one. The Medef is also trying to save the furniture: Opcalia, his Opca, where in any case what is left, filed a file of approval but the branches involved have little to do with each other.

The unions too

The ministry will also decide on the scope of the future Opco financial services, Crédit Agricole and Groupama preferring that of agriculture and agri-food. In another example, Capebay builders joined Opco in construction but also U2P in search of the best base.

The unions have not remained inactive in this big transfer window, to ensure, too, their place in the instances of future Opco. The CGC federation of health opposes for example the agreement constituting that of health signed by the only CFDT. Their counterparts denounced an agreement "Villain" and intend to do the same.
