Coordinating Minister for Economic Affairs Airlangga Hartarto approved the proposal that the Ministry of Industry had previously submitted regarding the relaxation of Sales Tax on Luxury Goods (PPnBM). This car tax discount will be carried out in stages during 2021.
The scenario is PPnBM of 0% for the period March-May, then PPnBM at 50% in June-August, and finally PPnBM at 25% at the end of the year (September-November).
“With the PPnBM relaxation scenario carried out in stages, it is calculated that there can be an increase in production which will reach 81,752 units,” said Airlangga Hartarto in a written statement in Jakarta, Thursday, quoted from Antara.
However, this car PPnBM applies specifically to cars under 1,500 cc with local content of up to 70%. This policy is a stimulus provided by the government in order to recover the automotive sector which was badly hit by the pandemic.
“This policy will also affect state revenues, which are projected to have a revenue surplus of Rp1.62 trillion,” added Airlangga.
Low MPV (LMPV) in Indonesia such as the Toyota Avanza, Mitsubishi Xpander, Suzuki Ertiga, Daihatsu Xenia and Honda Mobilio already have local content levels above 70 percent.

This time, Toyota Avanza and its competitors in the low MPV class are categorized as minibuses with engines of 1,500 cc and below with 4 × 2 with a passenger capacity of less than 10 people. That category is subject to 10% PPnBM.
Take for example the Toyota Avanza 1.3 E STD M / T, which is currently selling for IDR 200,200,000. If the Avanza PPnBM is 10%, it means that the Avanza price without PPnBM is IDR 180,000,000, assuming that the PPnBM is IDR 20,200,000. If the PPnBM is discounted by 50% which applies in June-August, then the assumption that the price of Avanza 1.3 E STD M / T is IDR 190,100,000, there is a reduction of IDR 10,100,000.
Another example Mitsubishi Xpander GLX M / T. Currently, the car costs IDR 221,400,000. If there is a zero percent PPnBM discount, the price of the Mitsubishi Xpander GLX M / T can reach IDR 199,260,000, there is a discount of around IDR 20 million.
While Daihatsu Xenia X MT 1.3 STD which is priced at IDR 196,750,000 with the same calculation the price can go down to IDR 177,075,000.
Another option, Honda Mobilio SM / T at a price of Rp. 207,500,000. If there is a PPnBM discount (on the same basis of calculation), the price can reach Rp. 186,750,000.
For the Suzuki Ertiga, current prices start at IDR 210,500,000. If there is a zero percent PPnBM discount, Ertiga’s price might fall to Rp. 189,450,000.
The decline in car prices is just an assumption. Whether or not the zero percent car discount incentive applies, the government has said three times that it will provide relaxation so that this sector is able to recover more quickly after being hit by the pandemic.
