0.5% of farmers in the region have been penalized in the CAP for the use of fertilizers outside the regulations – Burgos News | – Burgos Digital Newspaper

This and other aspects have been addressed by specialized technicians in the matter of the Junta de Castilla y León in the first day of the Aula Agraria Cycle of Fundación Caja Rural.

The latest Decree of the Junta de Castilla y León, which regulates these vulnerable areas and meets the requirements of the European Union on the matter, expands the areas with high levels of nitrates in their water bodies by 10,000 square kilometers. For a municipality to be included in this list, nitrate levels in its groundwater must exceed 50 mg / l, in the analyzes periodically carried out by the corresponding hydrographic confederations. These levels are expected to be reduced to 37.5 mg / l in the new regulations prepared by the Ministry of Ecological Transition and Agenda 2030.

Burgos is the province of the community where the number of affected areas has increased the most, since it goes from not having any in the 2009 regulation to 7, among which the Aluviales de Miranda de Ebro, del Oca and Río Tirón stand out. Aranda de Duero, Castrojeriz-Villadiego, Ibeas de Juarros and some municipalities of the Páramo de Esgueva, in total 91 towns.

With the incorporation of these vulnerable areas, Burgos farmers with plots in the affected districts are obliged to fill in the fertilization section of their field notebooks according to European regulations. This should reflect the doses of fertilizer used on their farms and, if they exceed the parameters set by the administration, it could lead to penalties in their PAC of between 1% and 5%. In the event of a repeat offender, the reduction in aid would rise from 15% to 50% and, if it is proven that the non-compliance is intentional, it would lead to the abolition of the subsidy. As explained by Licinio Díez, optional technician of the General Directorate of the PAC of the Junta de Castilla y León, in the previous Decree of 2009 4,000 applications were presented within the 10 vulnerable zones established at that time. Of these, only 5% of those reviewed had penalties for reflecting doses higher than those allowed in their field notebooks, which in global data could be extrapolated to 0.5% of all requests.

The new regulations want to control the use of these fertilizers not only to reduce the impact on the environment, but also to save farmers in fertilizing their farms, according to Jaime Fernández, head of the Environmental Prevention and Climate Change Service of board. In addition, Fernández added that the origin of the nitrogen that reaches the waters of the aquifers comes, in part, from an excess of nitrogen inputs from the fertilizers used in agricultural activity, so it is necessary to carefully follow the specific indications for each type of crop and take into account the nitrate levels present in the soil before fertilization.

With the Agrarian Classroom Cycle Fundación Caja Rural Burgos makes the necessary tools available to professionals in the field to carry out their activity with all the guarantees. This training action is also added to the work of advisory service to farmers carried out by the Foundation and which includes the management of the CAP or the control and preparation of field notebooks required by regulations, among others.
