The Ministry of Land, Infrastructure and Transport explained that it had confirmed that it had attended the rally with the plates worn around the neck or in the hand.
The Automobile Management Act states that license plates cannot be removed without the permission of the mayor or governor, and violations are punishable by up to one year’s imprisonment or a fine of up to 10 million won.
