Circumstances are revealed one after another that the information on new city development that should be handled transparently and strictly has passed into the hands of those who work on the front line, and purchases that are suspected to be directly speculative have been made.
Among the LH employees suspected of dumping land in the new city, a person in charge of land compensation was also found to be included.

Thirteen LH employees are allegedly suspected of dumping the land in Siheung New City, Gwangmyeong.
Among them, it was found that the person in charge of land compensation was included at the time of the creation of the new city.
Mr. A, who has been in charge of land compensation work as the Gwangmyeong Siheung Project Headquarters in 2013 and the Hanam New Town Project Headquarters in 2017.
In 2019, he served as the head of the Gwacheon Uiwang New Town Business Division within the LH Gyeonggi Regional Headquarters.
In June of that year, Mr. A bought 2,700 square meters of land in Gwarim-dong, Siheung-si, for 1.30 billion won, including 600 million won in loans.
As such, it can be presumed that land development information in the metropolitan area adjacent to Seoul has been hand-held over the years.
It is reported that among LH employees who are suspected of dumping the land, another executive level is included in addition to Mr. A.

They intensively purchased land in the new city from April 2018 to June last year.
It was purchased prior to the announcement of the Gwangmyeong Siheung New Town, which was announced at the end of last month, but it overlaps with the time of the announcement of the five 3rd new cities including Hanam Gyosan.
Over a long period of time, it can be assumed that simultaneous purchases were made for the purpose of speculation by sharing information related to the planned development site in the metropolitan area.
It has become a so-called’cat, a fish shop,’ in which insiders colluded with development information that should be handled transparently and strictly.
