Asked if she could guarantee parents that their children would be safe on their return to school, the secretary replied: “There is nothing in the data to suggest that returning to school will be dangerous for children.”

The secretary accepted that there may be exceptions in areas that are hot spots for the spread of the virus, which would have to be treated “differently.”
