“Rīgas satiksme” has announced a procurement for the expansion of the functionality of the electronic system with QR code tickets.
The competition regulations state that the winner will have to provide a full cycle for the purchase of an electronic (code) ticket.
Accordingly, the winner of the tender will have to ensure the development of the “Rīgas satiksme” application interface (API) for data exchange between the “RigaCard” application and the “Rīgas satiksme” system SKUS, which includes retrieval of ticket classifiers, transfer of sales requests and confirmation of sales and receipt of code. validation of test data processing. In addition, the interface should be designed to be used for the exchange of data with other equivalent applications maintained by a qualified payment operator.
The winner of the procurement will also have to ensure the validation of the completely contactless ticket code by transforming the code into a valid ticket when the user scans the QR code in the vehicle with the help of the application, thus validating the selected ticket code and registering the validation fact in SKUS.
In addition, it will also be necessary to provide a completely contactless driving service payment control function, implementing it with an additional range of functions of the “Rīgas satiksme” control service application (possibly also the related register of contractual penalties). The possibility to display the QR code of the ticket control on the screen of the smart device, which the passenger presents to the employee of the control service, must be implemented in the application “RigaCard” in the section “Show ticket”. Such functionality must be available offline. In addition, when a violation is detected, the app must be able to initiate the violation fixation process by integrating into the existing violation fixation mechanism.
It should also be possible for passengers to use the fare reductions registered for them when purchasing a ticket. If a fare reduction is applied, this fact must also be reflected in the control QR code and, when scanned, in the control service application.
The estimated price of the procurement contract is 200,000 euros without value added tax (VAT), and tenderers can submit tenders until 3 August at 3 p.m.
The tender requirements stipulate that the tenderer must have experience in the implementation of at least two information system improvement projects during the previous three years (when the developed software products or information system add-ons are put into use and operate in the production environment), where the financial service is not less than 200,000 euros. . In addition, at least one such project must integrate an automated billing and service processing information system with at least three ticketing operator systems, ensuring the processing of at least 2500 transactions per day.
The applicant must also have experience in at least two mobile application development projects during the previous three years, where in at least one project the mobile application provides integration with the information system of state or municipal institutions or capital companies.
“Rīgas satiksme” provides passenger transportation by buses, trams and trolleybuses in Riga, as well as manages parking lots on the city streets. The sole owner of the company is the Riga City Council.
